In its annual consumer survey on Halloween, the National Retail Federation found this year that although consumers may be spooked enough about the economy they plan to spend less, there will be little scrimping on costumes.
Nearly 44% said they plan to dress up, likely spending some $2.6 billion on costumes (Zombies are No. 1 this Halloween).
